Impact of COVID-19 on Health Emergency and Disaster Risk Management System: A Scoping Review of Healthcare Workforce Management in COVID-19

During the COVID-19 pandemic, many countries faced a shortage as well maldistribution of healthcare workers and misalignment between needs worker skills. In this scoping review, we have sought to identify country-level responses health workforce shortages during pandemic advantages/best practices disadvantages/lessons learned. We reviewed 24 scientific papers in four electronic databases: Medline, Web Science, CINAHL, TRIP. The main strategies implemented by were financial coordination mechanisms, relaxing standards/rules, redeployment, recruitment volunteers, fast-tracking medical students, using other resources such inactive returnees whose registration had lapsed within preceding 1–2 years. These demonstrated numerous advantages, establishing mutual support across nations organizations, boosting motivation among workers, creating new staffing model for future pandemics. However, several important lessons also learned implementation process. Managing including ensuring their safety allocating them areas need, required significant effort high-level coordination, particularly absence comprehensive assessment.
